France Expands High-Speed Rail Fleet with Major Avelia Horizon Order

France has placed a significant new order for Avelia Horizon high-speed trains as part of a broader effort to modernise European rail travel and expand low-carbon transport options. The multi-billion-euro investment will introduce a new generation of double-deck, energy-efficient trains capable of operating at up to 320km/h, increasing capacity on key routes while reducing operating emissions.
SNCF Voyageurs has agreed to purchase 30 additional Avelia Horizon trains from French manufacturer Alstom, in a deal valued at about €1.4bn. The order includes an option for 20 more units. Deliveries are scheduled to begin in 2031 and will enhance both domestic high-speed services and cross-border operations.
The latest tranche includes a four-voltage variant designed for international use under the Eurostar brand.
These trains will run in Germany, Belgium, France, the Netherlands and the UK. Notably, the order paves the way for the first double-deck high-speed train to operate on services through the Channel Tunnel to London St
Pancras International, marking a significant milestone for European rail interoperability.
This purchase forms part of a long-term framework agreement between SNCF Voyageurs and Alstom that already covers 115 Avelia Horizon units: 100 for domestic services and 15 for international routes. The new trains are designed around two compact power cars and nine articulated double-deck coaches, providing capacity for more than 1,000 passengers per set.
Alstom and SNCF highlight energy efficiency as a central feature of the Avelia Horizon design. The trains consume roughly 20 per cent less energy than previous models due to improved aerodynamics and upgraded traction systems. The focus on efficiency aligns with European climate objectives, with rail operators under increasing pressure to expand capacity without raising emissions.
To support production, Alstom plans to invest €150mn in expanding capacity at several French facilities. The company already has more than 1,000 Avelia-family trains in service across 25 countries, operating on routes that cross 22 borders. The platform includes models ranging from 200km/h to 350km/h, in both single- and double-deck configurations.
The trains will offer upgraded passenger amenities, including expanded seating, onboard Wi-Fi and improved interior layouts intended to support long-distance travel across the continent.
SNCF Voyageurs’ latest order underscores Europe’s continued commitment to high-speed rail as a core component of a more integrated, efficient and lower-carbon transport network. Industry analysts expect demand for high-capacity, energy-efficient trains to strengthen as governments prioritise greener alternatives to air and road travel.
