Germany's Rail Overhaul Squeezes Freight as Steelmakers Sound the Alarm

Germany's flagship railway renovation strategy is colliding with the industry it was meant to serve, with steelmakers warning of disrupted raw-material supplies just as Deutsche Bahn prepares to reopen one of its busiest corridors.
The Hamburg to Berlin main line, shut since August 2025 for a sweeping overhaul, returns to full service on 14 June after a frost-driven six-week delay pushed completion beyond its original late-April target. DB InfraGO has renewed 165 kilometres of track, some 250 switches and 678 signals along the route, with passenger capacity set to exceed pre-closure levels once long-distance, regional and freight trains resume.
Yet the delay carried a cost. By slipping past 30 April, the Berlin works overlapped with a separate closure on the Hamburg to Hannover corridor that opened on 1 May, leaving two of the country's principal freight arteries constrained at once. Hamburg to Hannover alone carries roughly one in four German freight wagons, connecting the nation's largest container port to routes across central, eastern and southern Europe.
The consequences have landed hardest on heavy industry. On 3 June the German Steel Federation described ore and coal deliveries to steelworks as extremely critical, with production impairments already emerging.
Managing director Kerstin Maria Rippel placed responsibility on what she called inadequate preparation of diversion routes, while private freight operators grouped under Die Güterbahnen have flagged significant financial damage.
The episode exposes a deeper tension in the Generalsanierung programme, which concentrates disruption into single shutdown windows in pursuit of fewer total closure days. In practice, signalling upgrades scheduled separately threaten repeat visits to the same corridors. As Hamburg to Berlin reopens, works begin the same day on the Obertraubling to Passau line, a reminder that Germany's modernisation drive is far from over.
