EU Slams Shut Loophole on Russian LNG, Cornering Total, SEFE and Naturgy

Brussels has closed off any escape route for European companies still tied to Russian liquefied natural gas, ruling that the bloc's looming import ban applies to EU operators wherever in the world the cargoes are headed.


In a letter from the office of Energy Commissioner Dan Jorgensen to shipbroker and consultancy Poten & Partners, the European Commission stated that transporting Russian LNG by Union operators, irrespective of the final destination, is prohibited under the ban. The new rules prohibit companies from trading Russian LNG or selling it in third countries, since it makes no difference whether the cargo is destined for the EU or not.


The clarification settles a question that had hung over the industry since the bloc legislated to phase out Russian gas. While the law plainly barred imports into the EU from 1 January 2027 under existing long-term contracts, companies had argued over whether European shipowners, traders and buyers could keep handling cargoes bound for Asia or other markets.


The interpretation lands hardest on three holders of long-term Yamal LNG offtake: France's TotalEnergies, Germany's SEFE and Spain's Naturgy. Total, which holds a 20% stake in Yamal, signalled in February that it would consider selling out if barred from marketing the gas outside the EU. Naturgy has warned the phaseout could affect commitments worth more than 10 billion euros, arguing that diverting cargoes elsewhere would help limit contractual damages.


For shipping, the consequences are immediate. The ruling points to a comprehensive European disengagement from Russia's LNG trade and may push current operators to transfer their specialised icebreaking carriers to subsidiaries or operators outside the bloc. EU imports from Yamal have continued to climb through the first five months of 2026, leaving Moscow to scramble for fresh shipping arrangements as European capital, vessels and insurance retreat.
